Aircraft Rental & Flight Training Procedures Manual
PURPOSE AND RESPONSIBILITY
This Section sets forth procedures and guidelines regarding the duties and responsibilities of employees and individuals involved in the aircraft rental operations at Clearfield-Jefferson Counties Regional Airport Authority. This Chapter reflects those procedures that have been instituted to ensure that the rental of aircraft, by individuals, from the Authority will be performed in a manner that is safe and consistent with all applicable Federal, State, and Local laws and regulations, as well as the rules and regulations of the Authority as may be set forth here and elsewhere in applicable Authority documentation. Those aircraft rented or leased to Renter by the Authority are hereinafter referred to as Authority Aircraft.
Failure by Authority personnel to comply with any parts or provisions of the procedures outlined herein does not invalidate the applicability of any provisions of these procedures to the Renter, nor remove the Renter from any required compliance to any of the provisions.
The Airport Manager shall have the responsibility to ensure that the procedures outlined herein are followed by Authority personnel. From time to time this responsibility may be designated to a Flight Instructor (FI). Other, more specific, responsibilities with regard to implementation of the provisions of this procedure appear elsewhere herein.
Individuals renting aircraft from the Authority are required to comply with these and other Authority procedures when renting Authority Aircraft. It is the responsibility of Authority personnel to report occurrences of non-compliance to these procedures by renters, as well as accidents or incidents involving Renters, Authority Aircraft, or Authority equipment on a Authority Incident Report form. Renter non-compliance to these procedures shall be considered an incident for Authority reporting purposes and a copy of any incident report relating to or involving a Renter or Student Pilot shall be made a part of the Renter's or Student Pilot's permanent record with the Authority.
