Aircraft Rental & Flight Training Procedures Manual
GUIDELINES
1. Aircraft Scheduling: All Authority aircraft must be scheduled emphasizing
optimum usage time. Do not include the time used for ground instruction when
scheduling flight hours for an aircraft. Schedule dual cross-country flights
with a close margin so that the airplane may be rented by others.
2. Criteria: Authority Aircraft will be rented only to those individuals
who meet other criteria as may be outlined in this manual and who, at a minimum:
a) possess valid and current US Federal Aviation Administration (FAA) student
pilot's license.
b) possess valid and current medical certificates in accordance with US Federal
Aviation Regulations (FAR) Part 61 and Part 67 and other applicable Federal,
State, or Local regulations. This requirement will not apply to student renters
for initial dual instruction. See also item C(6) below for other Student
Renter guidelines.
c) are under the tutelage of a flight instructor. Such rental shall be for
dual instruction flying only unless otherwise approved as may be outlined
elsewhere in this procedure.
3. Documentation: As applicable, items listed in this section C(2) shall
be valid and current at all times and must be up-dated concurrent with any
renewal of rental term. The Authority will not permit any Authority aircraft
whatsoever to be rented until such time as it has received evidence to its
sole satisfaction that all Authority requirements have been met. Each Renter
must have on file with the Authority the following items at a minimum:
a) A properly executed Aircraft Rental Agreement (Exhibit A). Renters must
execute the current version of this document which may change from time to
time.
b) An Aircraft Renter Primary Data Card (Exhibit C).
c) An Rental Insurance Disclosure Notification Form (Exhibit D) which discloses
insurance in effect as provided by the Authority which may change from time
to time.
d) A properly executed Self Insurance Form with a valid Certificate of Insurance
from the Renter's Insurance Carrier, as applicable (Exhibit E).
e) An executed Procedure Acknowledgment Form (Exhibit G) indicating that
the Renter has received, read, and understands the completed text of these
procedures and agrees to their provisions.
4. Instructor Record Keeping: The Flight Instructor is responsible for maintaining
proper up-to-date records for students and renters.
a) All dual instruction will be recorded by the instructor in a Student Pilot
Folder prepared for each student.
b) All solo flights will be recorded by the student in the Student Pilot
Folder. Student record keeping will be accomplished under instructor supervision.
c) Student Pilot Folders are not permitted to be removed.9) Under no circumstance
is an individual or Renter renting Authority Aircraft permitted to carry
passengers, freight, or cargo for hire, nor perform any duties for which
that individual receives remuneration either directly or indirectly.
10) Notwithstanding anything to the contrary anywhere herein, the Authority,
at its sole discretion, may deny rental of a Authority Aircraft to any Renter
for any reason whatsoever.
