5. Weather: Aircraft are not permitted to be used under IMC conditions unless
authorized by the Airport Manager. No individual will be permitted to rent any Authority Aircraft if any known weather hazard exists or is forecasted during the extended rental period, which commences from initial takeoff until six (6) hours past the scheduled time of flight completion. Examples of hazards include, but are not limited to, icing and thunderstorms.

6. Student Pilots and Student Renters

a) In addition to other documentation requirements of the Authority, Student Pilots or Student Renters must have on file with the Authority a properly completed Student Pilot Folder or Log Book.
b) Student Renters must be accompanied by a Flight Instructor unless specifically approved by a instructor to perform solo flights.
c) Prior to a Student Renter commencing an approved solo flight, the Student Renter must receive Instructor authorization and show their Student Renter logbook, pilot's license, and medical certificate specifically endorsed by a Flight Instructor for solo flights. A student Renter must comply with all procedures applicable to Pilot Renters in general.
d) Under no circumstance is a Student Pilot or Student Renter permitted to carry any individuals or passengers other than a Authority Flight Instructor.
e) Weather 1: Student Pilots or Student Renters shall only be permitted to rent Authority Aircraft in Daytime VMC conditions.
f) Weather 2: Rentals of Authority Aircraft to Student Pilots or Student Renters for flight in Night Time VMC conditions and both day and night IMC conditions are not permitted under any circumstances.

7. Flight Plans

a) Each individual Renter renting a Authority Aircraft must file a Flight Plan or Destination Record (Exhibit H) with the Authority and with the US FAA as the latter may be applicable.
b) Renters shall file a Flight Plan Record for each leg on an intended trip.
c) At a minimum, the Flight Plan record shall include the following information:

i) Type of aircraft.
ii) Type of Flight: VFR or IFR.
iii) Number of Passengers, as applicable.
iv) Routes to be taken.
v) Stopover airports.
vi) Departure times for all takeoffs.
vii) Arrival times for all landings.
viii) Estimated flight times.
