8. Flight Commencement and Tracking
d) Each Renter shall pick up Authority Aircraft keys during normal Authority
business hours from an authorized Authority Representative.
e) Those Renters who intend to operate or otherwise commence rental of Authority
Aircraft after normal Authority business hours shall pick up the keys to
the Authority Aircraft before the close of business on the day of the rental
unless other rental arrangements have been approved in advance by the Airport
Manager.
f) The Renter shall be responsible for the Authority Aircraft rented upon
receipt of the keys of the Authority aircraft and at all times until such
time Renter returns the Authority Aircraft to the Authority and the Authority
Aircraft is visually checked by Authority personnel.
g) In the event that the Renter returns the Authority Aircraft prior to the
opening of business or after the close of business of the Authority's Flight
School, Renter shall deposit the keys to the Authority Aircraft as instructed
by the Authority.
h) It is the responsibility of Authority personnel to keep track of each
and every Authority Aircraft rented. Authority personnel shall not leave
their positions until such time as they have accounted for all Authority
Aircraft.
i) In the event that a Authority Aircraft is overdue, lost, missing, or its
whereabouts otherwise unknown, Authority personnel shall institute Authority
Emergency procedures for Overdue Aircraft. A Authority Aircraft is overdue
when it is one (1) hour past scheduled arrival and missing when five (5)
hours past scheduled arrival.
9. Aircraft Discrepancies
a) Authority aircraft must be maintained in good operating condition at all
times. Aircraft discrepancy sheets (Exhibit J) must be used to document any
problems found on Authority Aircraft
b) A discrepancy report may render an aircraft inoperable until signed off
in the Corrective Action Section
c) The Director of Maintenance or Airport Manager or their authorized designees
are the only persons authorized to sign off a discrepancy.
d) A discrepancy reported by students or renters does not constitute a grounding
of the aircraft but requires a verification of the problem by a Instructor
before aircraft can be returned to service. Anytime the problem is verified
by an instructor the aircraft becomes inoperable until corrective action
is taken and signed off.
